Currently, 3 day quarantine requirement no longer applies to vaccinated travelers. A negative PCR test is required 24 hours before arrival or the test can be taken during the last 24 hours prior to the scheduled departure time of the first flight of your itinerary. Anyone over the age of 16 years old entering Norway must complete the travel registration form prior to crossing the border. After completing the digital registration, you will receive a receipt which you must then present to the police at the border control. Once arriving at Oslo airport (OSL) you can take the train via Drammen (FLY1) to Oslo city center (Oslo Central station). The train station is on the first floor below arrivals. You must then purchase a ticket at Oslo to Fredrikstad via Halden (R20). There is ample free parking for the ceremony, but there is only paid parking available at the reception.
