Probably. Ceremony will be outside, so it may be a little chilly and a little misty, so bring something warm. The remainder of the wedding will take place inside.

Think cocktail attire, but much louder and much more exciting. Bright colors, big hats, glitter, fun accessories, cool ties, snazzy shoes. Don't think, "Is this too much for a wedding?" Stop right there! That does not exist here. Be classy, but be fashionable and have fun with your clothes. You can certainly try to outdress the bride. If you aren't sure, just ask. Need inspiration?
